OFW Serbisyo't Kooperatiba, a public service online platform via Facebook (FB) was created since almost seven (7) years past or on 24 October 2017 by Tirso Nieva Paglicawan, Jr., formerly, the chief of Philippine Postal Corporation (PhilPost) media and public affairs; erstwhile president of PhilPost Workers Union; Cocofed scholar and editor of student publication in high school; Department of Education (DepEd) and Civil Service Commission (CSC) scholar during college at the University of the East and a civil engineering graduate; a journalist, paralegal officer and Filipino migrant workers' welfare and rights advocate/ crusader.

In May of 2023, OFW Serbisyo't Kooperatiba was given the privilege and opportunity by Media House Express (MHE) founders Allan Afable Hobrero, the president/ owner and Irma Espiritu Tia, MHE chief finance officer to host a daily podcast program from 6 p.m. to 7 p.m. (Philippine standard time), Monday to Friday. The show caters and is entirely dedicated to Filipino migrant workers including their families anywhere in the world who are in dire need of help. Successful stories of OFW and family members are as well presented to serve as encouragement and inspiration to countrymen. This program also is a forum and platform by, of and for cooperatives and peoples' organizations to introduce and promote their respective associations and groups.

We help OFWs - victims of maltreatment, abuse and exploitation (MAE) collate, gather, obtain and secure materials and other documentary evidences which shall be made bases and references in the timely filing of legitimate monetary claims and other benefits; and in lodging appropriate civil or criminal cases against individuals who or institutions which commit MAE, human rights violations and other crimes.

Provide Rescue

To request the officials and employees of agencies and offices of Philippine government and other countries to conduct rescue missions and operations as needs arise.

To provide protection, security and shelter first and foremost to Filipino migrant workers via determination of which agencies they belong and who are their respective employers.

Offer of Benefits for OFWs and Families

The purpose of OFW Serbisyo't Kooperatiba is to help rescue and save lives of distressed Filipino migrant workers and if circumstances dictate, repatriate and further assist them to obtain justice, more particularly if they are victims of human trafficking or there are violations of human rights and commissions of crimes.

Help shall be via provisions of advice, guidance and assistance of competent and principled lawyers.

Wherever the destination country of a particular OFW or elsewhere he/ she is deployed, either land-based or sea-based, he or she will be monitored using a unique system which was established by OFW Serbisyo't Kooperatiba. One of the system's strategic functions shall determine the status of OFWs. The system is an equipment to also monitor the employers in the overseas.

The OFWs who are situated in countries in the Middle East will be assisted by an interpreter or translator so that they themselves and their respective employers shall comprehend and understand each other.

This system of OFW Serbisyo't Kooperatiba is only recently introduced; this never existed or used in the past in the Philippines and therefore, it will certainly be helpful and useful when made available and put into application by Filipinos in our country and other parts of the globe.

OFW Serbisyo't Kooperatiba is helping monitor the conditions and situations of OFWs especially, the household service workers to determine if they are in good working environment and performing their jobs and tasks properly. No OFW is maltreated, abused or exploited by employers, recruitment agencies, colleagues or fellow OFWs and other stakeholders.

OFW Serbisyo't Kooperatiba is equipped with a unique system which for the first time is now utilized in the country with the assistance of YaraMay Computer Maintenance Services (YCMS) whereby it helps agencies and offices of Philippine government to properly check, better monitor and watch the OFWs in different countries of the world.

OFW Serbisyo't Kooperatiba and Engr. Ferdenand "Ibraheem" Lawag Sabado, the manager of YaraMay Computer Maintenance Services (YCMS), the inventor himself and copyright/ patent owner of the system are greatly grateful, hugely encouraged and strongly influenced and inspired by Ramon "Ike" Señeres, former member of the Board of Directors of Philippine Charity Sweepstakes Office (PCSO).   • ❒ From a poor family, he hurdled much challenges early in life. Yearning to study high school, he took the Philippine Coconut Producers Federation Inc. (COCOFED) scholarship examination held at Pinamalayan, Oriental Mindoro in 1977 when and where he emerged as the no. 1 topnotcher. He was a COCOFED scholar on the entire duration of his high school study from year 1977 to 1981 in the Immaculate Heart of Maty Academy (IHMA).
  • ❒ While a 4th year high school student in school year 1980 - 1981, he was the editor of The Ihmanians' Gazette, the official publication of IHMA.
  • ❒ Aside from being a consistent honor student, he also was adjudged as the most outstanding editor in 1981 during high school graduation
  • ❒ After graduation, he tried taking the Department of Education (DepEd) national state scholarship examination which was conducted in Calapan City, Or. Mindoro on 1981 and came out as no. 1 topnotcher.
  • ❒ He was a DepEd scholar from school year 1981 to 1982 when he took up Bachelor of Science in Civil Engineering (BSCE) course at the University of the East (UE). The following school year of 1982 to 1983, he was designated as editor of "Ang Silangan," the official publication of the University of the East (UE) central student council (CSC) the president of which then was Ben P. Evardone, later on was erstwhile governor and or congressman of the province of Eastern Samar
  • ❒ He also passed the editorial examination conducted on same school year by the editorial staff of the Dawn, the official student publication of UE.
  • ❒ He also was a self - supporting student working at Agfacolor Laboratory and Photography Shops/ Stores in the City of Manila as messenger and collector from 1984 to 1985.
  • ❒ After the 1986 EDSA people power revolution in 1986, he started working as a casual employee at the central office of the Philippine Postal Corporation (PhlPost) in the City of Manila.
  • ❒ Thereafter, from 1986 to 2010, he rose from the ranks and became an Information Officer lV (salary grade 22) and chief, PhilPost Media and Public Affairs.
  • ❒ As such chief of the PhilPost Media and Public Affairs, from 2005 - 2010, he was concurrently, the editor of The PhlPost Journal, the official publication of PhilPost.
  • ❒ He also was for five (5) years or from 2005 to 2010 the president of PhlPost Workers Union (PWU) [Kapisanan ng mga Kawani ng Koreo sa Pilipinas (KKKP)], an employees association all over the country of rank-and-file employees of the state courier.
  • ❒ He was able to serve as corporate secretary of the Postal Services Mutual Benefits Association lnc. (PSMBAI) from 2005-2008 as he sustained his journalism work as a contributor, correspondent and or columnist of Abante Tonite tabloid and Pilipino Star Ngayon publication in 2005 and in other newspapers throughout to keep his membership at the National Press Club of the Philippines (NPC). On record, he was an active member of the NPC from 1989-2005.
  • ❒ In 2001, for the second time around, he passed the Civil Service Commission (CSC) local scholarship program.
  • ❒ From school year 2001 - 2003 as a CSC and PhlPost scholar, he continued studying BSCE at UE
  • ❒ He eventually finished his BSCE course at UE in October 2003.
